The Ministry of Industry prepares a regulation that will force all houses that are sold or rented in Spain to have an Energy Certificate. It is a document that will describe how effective a house is in terms of energy consumption and whose cost could be around 250 euros for a medium-sized house. This requirement is expected to be in force before January 1, 2013.

Fotolia_21502939_XSSo far in Spain only a similar document is required for new buildings – or major rehabilitations – but Europe requires that this certificate be owned by any housing that goes to the market, both for sale and rent and whether it is new or it is second-hand. The energy efficiency of buildings and housing was already in place since 2007, (RD47 / 2007), only to be complied with by the developers. With this new regulation that is being finalized, it is the turn of individuals. Each house that goes to the market, (sale or rent), will be obliged to have this certificate valid for a maximum of 10 years. If approved, as of its entry into force, all owners who wish to sell or rent their home must have available to the buyer and / or tenant this energy certificate. Protected buildings and monuments, those used as places of worship or residential buildings which are the subject of a lease for less than four months a year, are exempt… The negative part is the cost, for example in Italy, supposes about 250 euros for an average floor of 100 m2.
